Are ApiKeys tied to “Accounts”? Or can I create an ApiKey without an account?

Yes, ApiKeys are tied to an account. Each API key is created under an account (e.g. via the self-service portal / WebUI under that account’s API Keys menu) and inherits that account’s identity when authenticating. Its own permissions field can scope down what it’s allowed to do, and it inherits the account’s tenant scoping and roles, but you can’t create a standalone key that isn’t attached to some account.
