This is describing a small issue with the 0.16 migration docs. They mention to use STALWART_HTTPS_PORT environment variable, but since 0.16.3 server uses STALWART_PUBLIC_URL (see commit eea9203). Looks like docs were not updated (even though the link points to up-to-date page).
